[For those of you that don't get the joke because they didn't teach you about "Albania" in government schools, Albania is really far away from the U.S. and they don't speak Spanish there, so an offer of citizenship to Albanians on these terms would be almost as absurd as the current shamnesty bill for Mexicans.]
